Face Verification on eTax Mobile: Better Security for E-Invoice Users

As part of the Tax Authority’s digital transformation roadmap, a new biometric verification process has been introduced for legal representatives when registering or changing e-invoice information. This is considered an important step to improve security, prevent identity fraud, and better protect taxpayers in the digital environment.

1. Face Verification for Businesses and Business Households

Under the new guidance, biometric verification applies to companies, organizations, business households, and individual businesses when registering for e-invoice use or updating registration information.

This also applies to cases involving changes related to the legal representative, business owner, or business household representative.

The regulation is implemented based on Decree No. 70/2025/NĐ-CP, which amends regulations on invoices and documents, with the goal of improving identity verification accuracy and reducing fraud risks in e-invoice management.

The verification subject is mainly the legal representative of the business or organization, except for some foreign individuals who do not yet meet the current Level 2 digital identification requirements.

2. Requirements for Verification on eTax Mobile

To complete biometric verification, the legal representative must meet several basic conditions.

First, the user must have a Level 2 electronic identification account (VNeID Level 2) and have the eTax Mobile application installed.

In addition, the representative’s information in the tax registration system must match the personal identification data in the National Population Database. This data matching is important for automatic and accurate identity verification.

3. Face Verification Process for E-Invoice Registration

When a business or individual submits an application to register or change e-invoice information, the E-Invoice Portal System will automatically send a face verification request through the eTax Mobile application.

After successful verification, the system will continue processing the application and send a result notice according to the current e-invoice management process.

To support this implementation, the Tax Authority has upgraded the eTax Mobile system and E-Invoice Portal to enable biometric verification functions.

At the same time, local tax offices are requested to strengthen communication and support for taxpayers, including data standardization, identity information updates, and assistance with VNeID and eTax Mobile setup.

As tax administration becomes more digitalized, businesses should proactively review registration information and update identity data to prepare for the new verification requirements and ensure smooth compliance with e-invoice regulations.
